Scoter Injured?

This solo Surf Scoter, first posted here on August 31, still paddled the waters just off the northeast corner of the park on September 4. This time it kept even closer to the shore than before.

When it rose out of the water to flap its wings, the left wing didn’t rise as high or extend as fully as the right wing. Each time. Did this bird suffer an injury? That might explain why it’s here all alone.
