Standing still like an expert mime is the trademark of the Black-crowned Night Heron. This adult individual waits on the rip-rap along Marina Boulevard for something edible to come along. Nothing does. It finally gets bored and gives up. With a powerful leap, the bird is airborne. (The video is slowed down to emphasize it.) Other waterbirds may need to paddle on the water a bit before achieving free flight. Not the Night Heron. Those legs may look skinny but they have steel springs in them.
