The historic markers at the east and west ends of Spinnaker Way refer to the park as North Waterfront Park and the paved path that goes around it as the Olivia Stegman Memorial Trail.  Olivia Stegman was a disability rights activist in Berkeley who, among other activities, advocated for public parks and for disabled access to public facilities of all kinds, including parks.  She was a leading member of the City of Berkeley’s Commission on Disability.  On July 29 1992, the Berkeley City Council unanimously passed a resolution naming the trail after Ms. Stegman.   

The park was originally called North Waterfront Park.  On July 26, 1994, the City Council unanimously passed a resolution changing the name to Cesar Chavez Park.
